Phase I, II, & III Environmental Site Assessments 

Aquaterra personnel have extensive experience in performing Environmental Site Assessments. Our experience includes Phase I, II and III assessments, Transaction Screen Process, and other preliminary evaluations. ESA projects have ranged from assessments for small rural property transfers to 100 mile corridor assessments. We tailor our services to meet our clients needs. Our capabilities also include NEPA issue evaluations including: wetlands studies, cultural resources evaluations, endangered species, etc. as well as non-ASTM issues such as asbestos and lead based paint


We adhere to strict procedures and policies regarding the performance of ESAs to protect our client's, as well as our own, liability. These procedures include ASTM E 1527-00, "Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process", ASTM E 1528, "Standard Practice for Environmental Site Assessments: Transaction Screen Process", and other ASTM practices for advanced ESAs. Additionally, Aquaterra staff current with state-of-the-practice through training, continuing education, seminars and professional organizations. Members of our staff served on the ASTM committee that developed the standard for Phase I ESAs.

Aquaterra maintains principal and support personnel to provide diverse services to our clients Our staff includes engineers, geologists, biologists, environmental scientists, CAD operators, environmental technicians and other technical and support staff. The performance of ESAs is overseen by one of our professional staff (PE or PG) with extensive experience in the performance of ESAs and environmental consulting.

We thoroughly believe that in the ESA marketplace, you get what you pay for. We have developed a fee structure that is competitive but that provides for a thorough scope of services. For that reason, we're not the cheapest firm performing ESAs today. However, we maintain a very competitive pricing structure with the firms in the marketplace that perform ESAs under the guidance of a registered professional.

Underground Storage Tank Consulting

Aquaterra personnel have extensive experience in all facets of underground storage tank assessments, monitoring, remediation, risk assessment and closure. Clients have ranged from independent gas station owners to multi-national oil companies. We have also provided UST consulting services to industry as well as municipalities.

Aquaterra personnel have provided UST services since the middle 1980's. The promulgation of current UST regulations required extensive assessments at many facilities. Aquaterra personnel provided consulting services for many of these facilities.

 Asbestos Consulting

Aquaterra has been performing asbestos consulting services since the promulgation of regulations pertaining to asbestos-containing material (ACM).  In the early days of the Asbestos Hazard Emergency Response Act (AHERA), many building owners and managers elected to remove ("abate") the ACM.  This raised much concern over the invasiveness of the projects, and the cost associated with abatement.

 Mold and Indoor Air Quality Consulting

Aquaterra's environmental consulting division has been on the forefront of regulations and owner responsibilities to building occupants, and the evaluation of environmental conditions related to the buildings mechanical systems.  These building issues relate to the "comfort parameters" of the building, visual identification of microbial growth, and corrective measures for maintaining a safe work environment.  It has become common in today's society to emphasize concerns related to mold and indoor air quality (IAQ) issues.  However, the risks must be evaluated to determine if there actually is a problem, determine the source, and implement corrective measures.

 Lead-Based Paint Consulting

Aquaterra's environmental consulting division works with various types of clients that are required to evaluate, manage, and remove ("abate") lead-based paint, or coatings, in their facilities.  These clients include school districts, multi-family housing facilities, commercial and industrial facilities, developers, military branches, and contractors.  Aquaterra's working and consulting with regulatory agencies such as Housing and Urban Development (HUD), Environmental Protection Agency (EPA), and State Departments of Environmental Quality (DEQ).  Aquaterra provides comprehensive lead-based paint consulting services, outlined below.

 Risk Assessment

Risk Assessment provides a qualitative or quantitative evaluation of the risk posed to human health and the environment due to the confirmed or suspected presence of contaminants.  Risk Assessments are conducted for various reasons including to:

  • Determine if an ecological risk exists
  • Determine if a human health risk exists
  • Determine if an exposure risk exists
  • Collect additional data
  • Evaluate the dangers associated with specific contaminants and provide a mechanism for properties to be replaced into commerce
